Ah, it can forbid funding, by law! I wonder why that idea didn't occur to 
them. Obviously, nothing illegal ever, ever happens, so that would be a 
sufficient--rather optimal--solution to this problem. Probably that's why 
after the ratification of the UN charter (in particular its article 2) no 
wars have taken place.
