The Democrats self-imposed this filibuster-proof supermajority on
themselves as an excuse not to pass anything that would alientate the
reactionaries.

In fact, though, the Republicans don't actually need to filibuster any
more.  (See "Mr. Smith Goes to Washington" or talk to any of the
ancient mariners around for the 1964 Civil Rights Act.)  If the
Republican caucus votes to filibuster something, they don't even have
to show up and "talk it to death," reading the phone book, etc.  They
just call Harry Reid's office and say, "we've voted to filibuster
this," and Reid calls off the Democrats.

The Democrats let the Republican minrotiy quite literally phone it in...
