And I would argue precisely the same thing happened in the Iraq War. I'm firmly
convinced the decision to send "too few" troops (which certainly helped
increase the success of the resistance) was taken not because of some "Rumsfeld
doctrine," but because Bush, Cheney, Rumsfeld et al. were convinced they could
only sell the war to the American people (and to the Democrats) by minimizing
its cost, and pretending that it could be "won" "on the cheap." Were it not for
the demonstrated opposition of the public, they would have gladly sent twice as
many troops, and conducted twice as many Fallujah-type massacres.
