As all right-thinking Anarcho-commies might have guessed :
the  BCE/ECB is only there to guarantee two trillliard dollars. For the 
rich.
In France, over the last  thirty years, many people have been calling 
for a governmental health plan which would effectively cover all 
workers. The answer was always no, and the explanation was that France 
had too little reserves to compete in the global market.
Too little reserves ? So I presume 380 billion euros (500 billion 
dollars) qualify as too small an amount to benefit workers.
