Because most modern email clients use "threads", or something similar at
least. When you reply to a message, the previous messages are in the same
thread,  and it is trivial for a user to scroll up and look up the message
that is being responded to.

As that tune by Fats Waller (?) goes, "You've got to be modernistic!"
