I don't disagree, Jim.  I just don't expect the Democrats to make a big 
issue of moral hazard.  I think the Congress might legislate some sort of 
"step-ladder" to Paulson's requests, and some sort of timely reporting, and 
measurement of progress to goal, but even that might be too much to expect 
from this group.
