The issue isn't whether the list is open to foreigners or not, it is
about whether policy towards cuba is foreign policy or domestic
policy. This is a question with an obvious answer no matter how much
people who care about the Cuban revolution may protest. This isn't
about where one stands on Cuba, this is about what constitutes
domestic policy. If a foreign country can be said to be a part of
domestic policy then certainly at least Israel (as others have already
suggested) and Mexico would meet that criteria ahead of Cuba. The
issue you have raised along with the issue that sparked this thread
both have very obvious answers.
