It would appear that the author of this piece is using the term 
"fascism" simply to mean a repressive dictatorial regime. This however 
has little to do with the Marxist definition of fascism - indeed it 
tends to obscure the specificity of fascism and the strategy and tactics 
necessary to defeat it.
