Hmm, thinking more about it, I think the problem is those characters are
ligatures. Probably the article was translated from PDF (maybe from a LaTeX
source?) and the encoding of ligatures into PDF got encoded somehow in the
final text, instead of &#64257; being translated to "fi". The ideal would be
for the people who prepare these documents to make sure not to include these
entities, but I suppose it would be possible to clean them up after the fact
too.
