Not quite, although the numbers are still absurd. I'm not sure where this 
article came from, but here's how Reuters describes it:

A U.S. watch list of terrorism suspects has passed 1 million records, 
corresponding to about 400,000 people, and a leading civil rights group said on 
Monday the number was far too high to be effective.

So the "1 million" is "records," including aliases etc. Only 400,000 actual 
people. Still completely beyond absurd.

Incidentally, the "watch list" and the "no-fly" list are not the same. The 
article claims the latter contains only 50,000 names, also utterly absurd (as 
if 
the government really has the identities of 50,000 people who are likely to be 
terrorists).
