If you want to find out what neoliberalism is please refer 
to what Marx and Engels says about Malthus and his 
(social darwinist)population theory. And If you want 
to find out the difference between vulgar economist
(neoliberals are vulgar economist)and scientific 
political economy please refer to Marx's afterword to the 
second edition of Capital. Just the defence of free trade does not
qualify someone as an neoliberal least of all in the 18th 
and 19th century. In his seech about free trade even Marx 
defended free trade. In my book on Smith I showed that uses 
in his work a short and a long term concept of society. So the 
idea of free trade in Smith's work refers to his short term concept.
In my book particularly in the last chapter I showed that in the 
Wealth of Nations as well as in the Theory of Moral Sentiments Smith 
formulates in many ways essential critique of capitalism.
