It is "default" for the chief of an imperialist state to act in the
imperialist interest. Carter in 1980 Moscow. Chernenko in 1984 L.A.
It is newsworthy when pressure from below forces an imperialist
statesman (Brown, Sarkozy, Merkel) to act differently.
