Raul Castro's Cuba legalizes private titles to government homes, lifting of 
wage 
limits

HAVANA -- Raul Castro's government has decided to let thousands of Cubans get 
title to the state-owned homes they rent in a legal decree that might lay the 
groundwork for broader housing reform.

It's the first decree formally published since Castro succeeded his brother 
Fidel as president in February.

It spells out rules for how Cubans who rent state housing can keep the 
apartment 
or house after leaving their posts. It says they can gain title and pass it on 
to their children or relatives. Most affected by today's decree are military 
families, sugar workers, construction workers, teachers and doctors.

Cuban economist Oscar Espinosa Chepe says "this is like no-man's land they are 
legalizing."
