Welfare does not pay any cash benefits to single people without children  and 
the benefit amount  for single parents with children is frozen at the  number 
of children they had at the time of their initial application for cash  
benefits, which are limited to a lifetime "benefit" of five years.  The  Bush 
administration has raised the number of  farm workers eligible  under the 
"Contracts Workers" legislation, so it is unlikely that they  will have any 
trouble 
finding workers.

That's  because the job pays such meagre wages. It did not say that
Americans would  not do the job for *any* wage. It may be that welfare
pays more money than  the current wages for this job, making it not
worthwhile for those who are  eligible for welfare.

If the employer started having trouble finding  workers, and had to
raise the wage, then plenty of Americans might be  interested.

Incidentally I know a 39-year-old American with an  eighth-grade
education and past felony (drug-related) convictions (which  make this
person difficult to get hired AND ineligible for food stamps  in
Florida), who works as a fruit picker (all over the South).  Why?
Because starvation (or stealing, prostitution, etc) would be the  only
other  option.
