<Congress has supported increased funding for DRL’s Human Rights and
Democracy Fund (HRDF). Appropriations for HRDF grew from a yearly
average of $13 million in FY2001-FY2002 to $33.7 million in
FY2003-FY2005. Congress provided $63 million for HRDF in FY2006. China
programs account for about 25% of spending from its Democracy Fund. Most
DRL funding goes to U.S.-based NGOs, including universities, while some
subgrants go to PRC “partner NGOs.”
A footnote explains:
Because of political sensitivities, DRL does not disclose the names
of its grant recipients.
Another Key Actor listed is the National Endowment for Democracy (NED):
NED was created by and obtains nearly all of its funding from the
United States government. [...] During the FY1999-FY2003 period, about
38% of U.S. government funding for democracy-related programs in China
was allocated through the Endowment
It is hard to decipher where all this money is going to. The NED website
lists some of the recipients of its 2006 grand programs. These include:
Gu-Chu-Sum Movement of Tibet - $40,000
International Campaign for Tibet - $53,000
Tibetan Women's Association - $30,000
Longsho Youth Movement of Tibet - $15,000
Voice of Tibet - $35,000
Note that these organisations are the same that have called for and
organized the current uprising.

The information given citing US government support for Tibetan
organizations is pretty vague in terms of dollar amounts, some few
millions, from what I could gather.
But if Saul's information is in fact true, that would indeed be
evidence of continued CIA and State Dept. support for the tibetan
movement. But the money involved, which supposedly funded the
nonviolence training, was a pretty paltry sum, less than $150,000
total. Boy, those CIA guys are really serious about fomenting dissent
against China. I mean, look at all the money they're throwing at the
Tibetans. What a joke.
No wonder the so-called non-violence training did not work. The whole
idea of non-violence, or satyagraha, is to win the moral high ground
and make up for the real military and political power of one's foe.
It seeks to humanize the conflict and to gain international support.
Instead, we have people running amok and rioting. The Dalai Lama has
said he would resign from his post if the violence continues, similar
to Gandhi's approach whenever his movement descended into violence.So
if this whole affair was some orchestrated CIA job, they certainly
botched it big time. I don't quite understand what the Chinese have
to be so afraid of. This is like a mosquito vs. an elephant. The
violence only plays into the hands of the Chinese. Unless of course,
Dave Walters is right that the US wants to undercut the tibetan
movement. What better way than to fill the ranks of non-violent
protesters with provacateurs? On the other hand, the CIA could just
be manipulating the poor Tibetans into provoking a massacre by the
Chinese. That would make China look really bad. And they might just
be stupid enough to do it.
