the Brazilian capitalist class, simply sees Cuban off-shore oil as an
opportunity--in just the same way that he confronted Bolivia when it planned
to re-nationalize the nation's gas fields."
Brazil's PETROBRAS developing relations with Cuba is not the same as PDVSA,
but neither is it the same as an investment from some firm from the
imperialist countries, like the French Total. Brazil's economic relationship
with Cuba carries implicit within it a greater economic integration within
Latin America and therefore a greater capacity to resist imperialist
impositions. It is not just a question of the difference between a Lula and
a Chavez, but also one of the difference between a Lula and a Sarkozy (or
Mitterand for that matter).
