To which Louis replied: "Yes, but so are Spain's, or Canada's. What makes
Brazil different from Spain or Canada in this regard? Both Spain and Canada
trade/invest with/in Cuba."

What makes Brazil different is that Brazil is a semicolonial country; it is
part of Latin America at a time when there is a strong push by the left for
economic integration to counter imperialist domination. It is something to
build on and develop further.
