Along these lines, consider the _FIRST_ Congress of the RSDLP -- where
nothing really happened, but a sort of really loose and ineffective
grouping got a name -- and out of that looseness came the Second
Congress!

Party Building now that uses the "Leniist" method in effect tries to
have the Second Congress first, and by doing so prevents the emergence
of that first congress.

So yes -- Party Building organizations interfere with party building.
