Evo Morales Won't Allow Dividing Bolivia

LA PAZ, December 14.- Bolivian President Evo Morales said Friday that he
will not allow his country to be divided, in reference to attempts by
officials in departments controlled by the opposition.

Morales spoke as four regional administrations prepare to initiate an
autonomy process that violates the new draft constitution supported by the
government and which is pending a national ratification vote.

"No separation will be allowed, no division of Bolivia," said Morales at a
graduation ceremony for new police officers in La Paz.

"Here there is neither authoritarianism nor dictatorship," said Morales in a
new appeal for a sincere and honest dialogue with the opposition so that
Bolivia can continue changing and "no longer be the poorest country in South
America."

The sharpest criticism of the president comes from the opposition
governments of the departments of Santa Cruz, Tarija, Beni and Pando, whose
authorities will make known on Saturday the autonomy statues they want to
apply, drafted in disregard for the new constitution.

In Santa Cruz, the largest and richest department and an opposition
stronghold, the departmental council will become a legislative body and
begin drafting a new legal and institutional base for its territory,
reported El Deber newspaper.

Meanwhile, the directors of the Constituent Assembly headed by Quechua
leader Silvia Lazarte will deliver the recently approved new constitution to
Morales on Sunday in a ceremony to be held in Murillo Plaza in La Paz.
