[This is VERY significant. Once this reactor goes 'critical' or, even 
before that, its is fuel with uranium, then the huge ethical quandary 
for the US and Israel to take 'action' in terms of bombing the plant 
becomes...critical itself. It will be a milestone that will firmly place 
Iran in the nuclear energy club and the object of the world is then to 
*protect* the plant, not blow it up. I expect now to see a lot 'chatter' 
about "what to do" about this plant, which now becomes more important

Iran's nuclear programme has reached a crucial milestone after Russia 
and Tehran agreed a timetable for completing a long-delayed reactor.

The two countries have agreed to activate the Bushehr nuclear power 
station, which Russian technicians have been building on Iran's Gulf coast.

This facility, forming the centrepiece of Iran's atomic energy 
programme, is being used as a cover for Teheran's covert effort to build 
nuclear weapons, according to Western governments.

America has repeatedly urged the Kremlin to stop building Bushehr - and 
Russia has often dragged its feet on completing the project.

But Moscow appears to have changed its mind and decided to press ahead. 
"We have resolved all the problems with the Iranians," said Sergei 
Shmatko, the president of the state-controlled nuclear energy company, 
Atomstroiexport, which is constructing Bushehr.

Sergei Lavrov, the Russian foreign minister, said that Bushehr would 
comply with all International Atomic Energy Agency safeguards. These are 
designed to ensure its use for civilian purposes only.
