Dear Michael,
                     I have just read through the 'Links' article by Tran
Dac Loi that you forwarded.   I found it very informative, and it has
brought my knowledge of the subject up to date to some extent.   I was
particularly impressed by Tran's preparedness to discuss frankly the
inevitable negative consequences of Doi Moi, in the form of the social costs
involved, while he stressed the economic benefits of the programme for
Vietnam's overall socialist development and modernisation.

   I believe I have a current hard copy subscription to 'Links', but I might
have to check this matter with the DSP National Office.   I'm glad that the
journal is available online, in any case.
