Peru Legislator Warns of Possible Rebellions

Lima, Jul 26 (Prensa Latina) A legislative controversy against
participation of regional forces in strikes could unleash a rebellion
with incalculable consequences, warned Javier Valle Riestra,
parliamentary of the governing party.

The legislator, known for his frequent discordant attitudes against
the governing Partido Aprista, said that his contribution was warning
of the seriousness of the measure and criticizing another that
exempts police of penalties for killing demonstrators.

These regulations, he pointed out, give the impression that the
government issues measures such as the repressive law of security
imposed in the past by dictatorships, paradoxically against Aprism.

He added that the measures infringe rights of regional governors and
parliamentarians while granting the police and military "a right to
shoot."

Valle Riestra expressed concern because "rebellions could erupt
anywhere and any time and the answer could rely on the tune of these
laws of exception."

Regarding this danger, he added, the conflict could worsen
unpredictably, shaking the democratic foundations of the government.

He rejected the government position that the measures seek to control
street disruptions and stated that these cannot be confronted with
unconstitutional violence or government excesses.
