I agree with Nestor. I posted it because I thought it was interesting. I 
think it was blurb on the BBC web site. No explanation behind it except 
a note that the "Oligarchs were pushing for it to move out La Paz". I 
think the working class too was protesting trying to move the capital 
for exactly the reasons Nestor thinks they should be in the largest 
working class cities.

Bolivia, along with Holland, is a country with two historic capitals, as 
Nestor pointed out. I think most sources of this sort of data still 
indicate La Paz as the capital or state both are.
