I think that Gowans has definitely provided apologetics for Mugabe, but
I couldn't find much in his piece on Sudan in the same vein. He writes,
"First, while there has unquestionably been a large number of violent
deaths in Darfur, there has never been a genocide. This is not to say
that Khartoum isn’t guilty of war crimes and crimes against humanity." I
can't quibble with that.
