Somalia: U.N. Chief Weighs 'Coalition of the Willing'

' A "coalition of the willing" may be needed to enforce peace in Somalia,
Secretary General Ban Ki-moon said in a report to the United Nations
Security Council. He said a United Nations force might work if fighting
stopped and armed groups allowed for outside monitoring. But if the
political process fails and violence gets worse, "an operation, mandated by
the United Nations, mounted by and composed of a coalition of the willing
with the appropriate capabilities to deal with the high paramilitary threat,
would be better suited." 

His report, to be discussed by the Council next week, came as the Elman
Peace and Human Rights Organization in Mogadishu said three days of battles
in the city pitting Ethiopian and Somali troops against Islamist insurgents
had killed 113 people and the United Nations' refugee agency said 321,000
people had fled Mogadishu since February.
