The quotation is almost certainly authentic in my opinion. I believe Lenin
wrote it during his brief stints as a part-timer at the Heritage Foundation
and the American Economic Institute, where he prepared his major economic
works, "The
Development of Capitalism in Russia" and "Atlas Shrugged." His "The Road
to Serfdom" is often attributed to this period but was actually written
shortly after his return to Russia on the "closed train," after the February
revolution.
I hope this clears up the confusion.
