Chavez Carte Blanche for Socialism

Caracas, Jan 18 (Prensa Latina) The Venezuelan National Assembly is
analyzing the conferral of special powers for the Executive to
strengthen the revolutionary process.

The request should be approved before the end of the month, and
deputy Hiroshima Bravo said it will help create socialism since it
grants the president more strength and allows the country to have
"more efficient laws."

President Hugo Chavez requested special powers to legislate in ten
strategic areas that include the economy, finances, social activity,
culture, security and defense.

According to experts the Ley Habilitante will be valid for 18 months
from its publication in the Official Gazette and grants the president
the faculty to approve decrees and measures that have the rank and
force of the law.

In the sphere of finances, the purpose is to adjust the public and
private finance system to constitutional principles based on a
modernization of the regulatory framework for financial sectors,
banks, insurance, tariffs and taxes.

As for the economy, measures will be decreed to preserve the social
function of property and promote production and development of the
small and medium size industries in the country.

When swearing in his cabinet for the period of 2007-2013 Chavez also
mentioned popular education, a new geometry of power and promotion of
communal power among the strategic lines to achieve socialism.
