Of course not. If more than half of DC babies were dying, I hope it'd be
widespread news.
The statement is true: Babies born in Beijing has more than twice the
*chance* of living their first year than do babies born in DC.
In other words, we're talking about infant mortality rates -- the number of
babies per 1000 that die in their first year in each city. DC has an infant
mortality rate of more than twice Beijing's.
