Naturally, there are conspiracies. I think there
is strong evidence that FDR did have knowledge
that a Japanese naval force in the north Pacific
was going to launch an attack on Pearl Harbor.
Roosevelt thought it would be a relatively mild
assault and thought it would be the final green
light to get the US into the war.

The Bush administration certainly had reason to believe attacks were pending,
although the degree of detail they had remains an open question. The PDB of
8.6.2001 makes it clear that something was going down, and sooner than later.
I think we all agree that the administration did not act sufficiently to
prevent the attacks (and why he and his advisors are not viewed as negligent
continues to astound me). If we are to speculate that the administration
wanted an attack to occur as a pretext to war, and it is obvious the neocons
openly desired such a pretext, I think that one might reasonably believe that,
as in the FDR-Pearl Harbor case, the Bush administration could not have
imagined and did not hope that the attack would be as catastrophic as it was.
