No, he doesn't pause to say that.  He clarifies this later in discussions and 
other essays.  But, in my view, it's obvious.  Anybody who follows Churchill's 
work and makes an effort to understand what he says knows what he meant.  He 
wrote the essay in a white heat and he was concerned with articulating the 
moral principle and to deconstruct the way in which the attack was being 
sacralized by bourgeois propagandists by claiming they all were "innocent 
victims."
