There are no serious military historians I know of who state that the US was
taken by suprise at Perl Harbor. All US Navy strategy in the Pacific for the
whole previous year was organized around staying on top of their carrier fleet
and other tasks forces...such as the one they knew was going to invade the
Philipines later after Pearl.

Army Air Corp training was developed to fight only one country: Japan and their
sophisted, superior Mitsubishi 'Zeros'*. It was a question of when AND where
they were going to strike, which is why the US Pacific Fleet was *divided* in
two.

That the war was going to happen was widly discussed and common knowledge by
just about everyone. The whole idea of the 'sneak attack' was because it was
sneaky, and brilliant: Sunday morning, early, mini-subs deployed, carrier fleet
deployed away from the prying eyes of Army Air Corp spotter planes and US
carrier fleet. Japanese Intel knew of the positions of the Battleships in Pearl
Harbor, even how the air-corp planes were all bunched together because of the
idiot Army general who suspected ground based sabotage instead of an air
attack. Anyway, most brilliant attacks occur this 'sneaky' way.

Because of the total destruction of the non-Carrier fleet, early morning raid,
etc, the gov't and press developed the 'sneak attack' revisionism to cool
everyone and channel their anger into anti-Japanese racism. The US was
incompetent and took the Japanese military threat too lightly, serious, but too
lightly.

*Mitsubishi's symbol on the front of their cars are 3 blades. They are the
blades of the Japanese Zero used in WWII. They used them since the end of WWII
as a way of sticking it to the US occupation forces...or so the urban legend
goes...
