This is a useful comment. To my mind, and I think there is a broad
consensus on this, conspiracy has two meanings. First, generally, it
refers a secret agreement among a group of individuals to accomplish
harmful, illegal, or wrongful act or acts. Second, formally, it is a
category of criminal law that refers to an agreement between two or more
persons to perpetrate an illegal act or acts. In my view, the Bush
administration can rightfully be accused of conspiracy in both senses of
the term.
