The Australian official history says that the
Australian, US, British and Dutch (exile) governments
were aware that a Japanese offensive was imminent.

How much detail was known is debateable. Inevitably,
much of this detail would have come from codebreaking
programs and other covert sources. It's not clear if
FDR knew that an attack was specifically going to
occur at Pearl Harbor.

BUT IT DOESN'T MATTER! It is completely irrelevant
that the initial attack was at Pearl Harbor, or if it
had been launched against the Philippines, as the US
military planners had expected. (The attack against
the Philippines followed a few hours after the attack
on Pearl. The Japanese invasion of British-ruled
Malaya actually preceded the Pearl Harbor attack.)

The Japanese attacked in many places at once, more or
less simultaneously. Fixating on Pearl Harbor alone
encourages the development of a distorted view of what
happened.
