No, Alan, they don't. Not even Franco.
We might like it or not, but Fascism was a _mass_ movement which set
itself to the task of radically reconstructing society. And this is why it
was so dangerous, BTW. All the examples you gave were coups made in the
name of "law and order".
Hadn't Fascism had an appeal to the masses under the whip of the
crisis, then why the tactical debate on Germany during the 30s? The masses
could waver -and _did_ waver- between Communists and Fascists,because both
pretended to be _revolutionary_. And the rank and file of both movements
_believed_ to be revolutionary.
Neither the Sukarno, Pinochet, coups, and similar, were Fascist in
_this_ sense, nor to be sure in most others. I am speaking of the concrete
historical entity Fascism (or "Fascisms"), and limiting myself to the
imperialist nations with bourgeoisies in critical situation of the 30s.
I wouldn't even dare say that such a regime as, for example, Horty's
was Fascist in this sense.

CB: Might we say that the fascisms of Italy , Germany, Spain were preemptive
counterrevolutions against impending true revolutions ? Spanish fascism was
a counterrevolution. The counterrevoluionary aspect of Chile's regime fits
this.
