And indeed it was!

These actions prevent them from growing, thus avoiding future man-to-
man confrontations, RPG strikes, suicidal bombings --thus saving many 
lives.  Just compute the cost-benefit equation, and you'll see...

Kill them when they're toddlers:  the ultimate gadget in pre-emptive 
war.
