It's hard to know why someone would put quotation
marks around a word unless it's to indicate that
the word is being used falsely.
Morales hasn't changed position. It's a reactionary
referendum aimed at chipping away the power of the
central government to aid the poor and underserved
people of Venezuela. It's as if Beverly Hills or
Bel Aire in Los Angeles were to demand "autonomy"
so they wouldn't have to pay higher property tax
for the health and medical care of the people of
the rest of Los Angeles.
In Bolivia, like in Venezuela before, "doctors"
went "on strike" to protest the presence of the
Cuban doctors. This is the same kind of rightist
politricks as calling the lockout at PDVSA some
kind of "strike", when it was a lockcout. It's
very important to get the details, the facts and
the politics right, so someone can know, as the
song said, "which side are you on?"

DAVID WALTERS WRITES:
[With the turn-about by Morales now *opposing* the
vote for "autonomy" the upcoming elections have seen
a sharper division between the eastern departments
dominated by the Oligarchy and the rest of Bolivia.
The administration of Santa Cruz has "rejected" the
nationalization of May 1 st and stated it will
disregard anything that comes out of the Constituent
Assembly other than full "autonomy". It is clear that
the European/NGO inspired "autonomy" movement has
totally backfired on the original sponsors of the
concept.--David W.]
