SECRET FROM WHOM?
It is not clear to me whether these are two separate authorizations,
or just one. The word "authorization" is used in both. Also, if the
figure of 6,000,000,000 [double what was authorized and not prompting
a comment] at the end of the first article should have been
600,000,000, it would be more in conformity with the second article.
On the other hand, there is a significant gap in time between the two
articles and the second one makes more about "secrecy."

President Signs 5.8 Billion Bill for Bases, Including Ring of Air
Fields Around Russia

President Truman signed into law today a measure authorizing a
$5,864,301,178 global military construction program, including a ring
of overseas air bases close enough to the Soviet Union so that the
Air Force could retaliate against attack and neutralize the enemy’s
war potential.
It was the largest amount ever voted for military construction during
peacetime, and the lion’s share, about $3,500,000,000, went to the
Air Force, which told Congress about $1,000,000,000 would be spent
abroad.
The Army was authorized to spend about $1,400,000,000, and the Navy
and Marine Corps together received spending authority totaling about
$800,000,000. The remainder will provide facilities to be shared by
two or more of the armed forces.
The authorization bill, which still must be followed by an
appropriation bill, is more than $6,000,000,000 less than the armed
services originally asked [for].

Earlier today, the President signed into law a bill authorizing a
global military construction program costing nearly 2.5 billion
dollars. . . . The military construction law provides $2,398,282,800
for air fields, army bases, and naval installations in Europe and
Asia. Of this total, $1,813,360,000 is allocated to the air force,
$328,047, 800 to the army, and $256,875,000 to the navy. The total
authorized was $629,000,000 less than the amount recommended by the
President.
Will Build Secret Bases
Most of the authorized air force spending is to be for the building
of secret air bases from Japan to Europe. These bases will be
designated for use only by United States forces and will be separate
from air fields to be used by North Atlantic treaty organization forces.
The new law requires that the military chiefs must obtain approval
from both the senate and house armed services committees before they
can proceed with secret or otherwise classified construction projects.
