Therefore, not potatos and potatoes.

A "binational" state presupposes equal linguistic, cultural and political
rights between the constituent national groups. It implies an equal union of
Hebrew-speakers, both secular and those who practice Judaism, with secular
and Muslim Arabic speakers.

By extension, it would mean the elimination of all references to "Israel"
and a "Jewish" state (or, alternatively, to an "Islamic" state) and an end
to the Law of Return and other discriminatory Israeli legislation which
privileges anyone anywhere whose mother was Jewish.

Whether the state would have a majority of Hebrew or Arabic legislators
would be decided democratically on the basis of "one person, one vote".

Obviously, this kind of rapprochment is nowhere on the historical horizon -
it will take generations - and the immediate need is for a viable
Palestinian state coexisting with Israel, coupled with an agreement to
repatriate and compensate Palestinians who were expelled from their homes
along the lines Avnery describes.

In present circumstances, Avnery's program is radical - probably as
incapable of realization as a unitary non-denominational state -and he and
his circle are extremely courageous, but we shouldn't confuse his left
Zionist position with what anti-Zionists have historically meant by a
secular, democratic, binational state.
