Now, this is a smart observation indeed.  

The voice of Colorado is not the voice of the foundations of the 
State, but of the gilded cupola of its local Parliament!

However, wouldn't even Mark Lause allow that this voice _shapes_ the 
minds of the underdog there rather strongly?
