In reality what happened is that the government decreed the wage
increases last September, leading to a war of words from foreign
investors who "couldn't afford it" etc. The investors procradtinated on
the government ruling, and the late in the year, the strike wave heated
up as workers went out to force the bosses to actually carry oit the
government's ruling, leading to the crescendo early this year. Then the
government could say to the bosses, with a half smiile, sorry, we'll
just have to make you pay up, in order to save the "investment
environment" from the strikes! I believe there is little doubt the party
unleashed the workers, via the VGCL, but indirectly. Every strike is
'wildcat' and led by ad hoc workers committees. And every one supported
by the VGCL.


Michael K: I didn't realize you were a list member. I had just read and
enjoyed your article. Small world, I guess.

I like to fantasize, at least, that the VCP has a secret plan to pose as
another China in order to lure foreign investors, and then gradually demand
more and more from foreign enterprises until the investment market reaches
the breaking point. Then they would have a good industrial base to
socialize. Maybe more of a fantasy than reality, but it could happen!
