In my opinion this is a big step forward, for although sometimes
briefly mentioned in connection with Instant Runoff Voting (IRV),
this is the first comprehensive statement for PR that I have seen by
any political tendency for several decades.*

*I may have overlooked the Communist Party, but I believe that most
of their modern references are short and often restatements of the
great success of Peter Cacchione and Benjamin Davis in the 1940s when
proportional representation was adopted for New York City. Study of
these CP campaigns in their biographies is exceptionally important,
because they show the dramatic effects of a successful implementation
of PR.

PR was defeated in NYC in 1947 at the beginning of the post-WWII anti-
Communist hysteria of the period.
