The latter amounts to the demand of "open borders" for those who
already have made it, while leaving this question open for more who
might come tomorrow and further away in the future.
"Legalization for all" (and not "amnesty") is the slogan for today,
and this _leads_ progressively to the demand for "open borders" whithout
speaking it out.
There is no need to counterpose the historic tendency against the
demands for the moment.
