Of course, I'm not reopening this debate either, but I think we need to
come to grips with certain things:

1. economic necessity exists. It exists for the bourgeoisie, local and
international. It exists for the defense of bourgeois property. It
exists for all those progressive, national, radical, socialist forces
committed to an alternative to bourgeois property.

2. Humans make their own history, but they make it as they exist, as
social beings, as classes, motivated by that economic necessity, the
requirements of either that preservation, defense of that property or in
conflict with that property.

3. This, item 2, is not abstract theorizing about permanent revolution,
national salvation, etc. It is the concrete economic "determinism" that
describes history and the prospects for emancipation.

4. Economic conditions in Latin America are not going to be transformed
under the rule of the world market; there may be temporary, relative
changes, by not sustainable and sustained improvement in living
conditions or in the emancipation of labor. Continental integration,
fashionable as it may seem, is a temporary moment. In fact, as the
internal economics of class vs. class sharpen, continental integration
will be given more credence as an ideology in exactly the same degree
that it recedes as an economic possibility.

5. Call me cynical and unduly pessimistic, but I think the prospects for
Latin American "responsible",capitalism, national capitalism, popular
capitalism, progressive, reformed, controlled capitalism, is down and
out the door. I think Brazil has proven that with increasing the
transfer of wealth to the advanced countries. Internally, both in
Venezuela and Argentina, the nationalist governments are and will
confront the lock-outs by the bourgeoisie as exports are controlled and
internal price controls restrict profitability.


6. Regarding Petrobras in Bolivia-- in the previous struggles against
the movement and demands of the Bolivian people, Petrobras has been the
vector, the conduit, for demands of the governments and companies of
advanced capitalist/energy sectors.
