The issue at hand is an official piece of EU legislation whose formal
name is the "Directive on services in the internal market", but has
come to be known as the "Bolkestein Directive" for the Dutch
politician and former EU Commissioner who introduced it. It concerns
far-reaching liberalization of the internal EU market.
