Yes, it would be dreadful.
When the Sandinistas disavowed the death penalty -- even though its use would
have been emotionally satisfying in some ways against Somoza's butchers -- that
was a progressive step, because it was in the context of them having taken
power and proving they could hold it in a more humane way than previous
revolutionaries had the luxury of doing. (although if they'd known how
genocidal the contra war was going to be maybe tactically an argument could
have been made for putting them up against the wall right at the start).
The truth and reconciliation commission was about making nicey-nicey with white
capitalists who still held, and hold, power.
Let the workers, peasants, indigenous, women etc. of Bolivia take power and
THEN we can talk about how to humanely put the capitalists to work at dignified
working-class jobs while their riches go to the people.
