Nepal Defies International Community
Katmandu, Dec 8 (Prensa Latina) Nepal´s King Gyanendra reshaped his
Cabinet Thursday, dismissing several key members in a clear challenge
to the international community?s call and an action that could
complicate the situation in the Himalayan kingdom.
Last week the UN expressed disquiet over a possible renewal of armed
conflicts in Nepal and in recent weeks India´s prime minister, senior
UN officials and the US envoy to Katmandu, among others, have been
involved trying to mediate.
The opposition to the monarchy has been struggling since 1996 to
establish a republic and replace the parliamentary monarchy, in a
conflict that has taken over 12,000 lives.
Rebels increased their activities after Gyanendra assumed absolute
power in February, dissolving the government and declaring a state of
emergency for three months.
The king has maintained a personally appointed Cabinet, exercises
strong censorship of the press and has jailed dozens of human rights
activists, journalists and politicians.
According to the Royal Palace communiqué?, the king removed some of
his Cabinet members and replaced them by others from the monarchical
Rastriya Prjatantra (National Democratic Party) two days after he
returned from a three-week tour of Africa.
While out of the country, the seven main political parties and groups
opposed to the monarchy signed an agreement to increase opposition to
him.
The group agreement is reestablish a government to prepare elections
for a Constituent Assembly to design a new Constitution and define
the role of the king and the Army.
The sides said it is clear there will not be peace in the country
unless they put an end to the autocratic government and completely
reestablish democracy.
