TRANSLATIONS: Violence continues in France for 17th night, with clashes in
the
center of Lyons

[There was widespread violence in French urban areas for the 17th straight
night on Nov. 12-13; feared raids on Paris did not materialize, but for the
first time there was violence in the center of a major French city, Lyons
(the
largest city in eastern France with about 1.4 million inhabitants in its
metropolitan region), *Le Monde* reported Sunday morning.[1] -- On
Saturday
evening *Libération* (Paris) reported in greater detail on violent clashes
that took place late Saturday afternoon in central Lyons, before a curfew
took
effect; police there used tear-gas, about a dozen arrests took place, and
physical damage was said to be considerable.[2] -- A curfew for
unaccompanied minors has been imposed there for the rest of the weekend. --
On Saturday morning, *Libération* took a critical look at the first
invocation
of the 1955 law on the state of emergency, invoked by the French government
on
Nov. 8.[3] -- "The notion of a 'meeting of a nature to provoke or support
disorder' is in fact 'so vague' that it allows anything," wrote Patricia
Tourancheau. "For Professor of Public Law Ferdinand Mélin-Soucramanien, the
order 'violates at a minimum the freedom of assembly and demonstration.
This
was to be expected, as the point of the 1955 decree was, precisely, to
suspend
fundamental rights. A disproportionate means is being used to reestablish
Republican order." Michel Tubiana, former president of the Ligue des droits
de l'homme ['Human Rights League'], warns against 'slippery-slope risks':
'The Paris police prefecture is giving security forces the right to forbid
whatever they want, in any way they want. . . . It is to be feared that the
police see more to disturb order in a group of three or four
ever-so-slightly
dark-colored young people than in an assembly of whites. This order
authorizes all arbitrary acts.'" --Mark]
