Katznelson himself had a good summary of his argument in an
op-ed piece pointing out that liberals who called for a new
New Deal after Katrina were ignoring its flaws:

In the upcoming issue of Socialist Action I have an article
looking at this theme more broadly, i.e. the limitations of the
New Deal (also inspired by New Deal rhetoric thrown around after
Katrina). In the issue after that I'll have a piece on how today's
Dems can't and won't even go as far as the New Deal did.
