The adjective is unnecessary - most of the problems there are to
talk about are not characters of the social system but are associated
with the necessities of production. The negative effects can be
minimised under any social system - just as problems of pollution
have been so successfully dealt with in Britain and Europe generally
since 1945. As for the "indigenous peoples" - their social systems
are necessarily of the past and many of their problems are
those general to the Third World - the ubiquitous nature of
exploitation by the imperialist west.
