Good point on incompetence by Eli. There does seem to be a growth of
that, but that's not the heart. It's the social, political and economic
decay of their capacity to construct rather than destroy that pushes
them toward violence as the solution to all problems. Remember, the ruin
they brought to NO is the ruin they brought to Iraq and Kosovo -- both
of which they promised ( believe thinking they could do it) to make
utopias of capitalist construction.

Something has gone out of their operation, something fundamental. But
it isn't PRIMARILY competence, though there is an indifference and
slovenliness that effects even real priorities like military planning.
Its not exactly that they do a lousy job in New Orleans, where they
don't really care, and then do terrifically work in the war on Iraq.

Both show all the earmarks of decay and declining capacity. Which is
also why New Orleans really does tend to undermine their credibility as
a world power.
